Farmer clusters for Realising Agrobiodiversity Management across Ecosystems

FRAMEwork is constructed based on the Farmer Cluster approach successfully implemented in the UK. FRAMEWORK will enrich and innovate existing Farmer Clusters by liaising with local and (inter)national stakeholder groups, and set up new, multi-actor, Farmer Clusters in different cropping systems in Europe, based on existing collaborations. The Farmer Clusters will be united in a European-wide self-sustaining network and linked with the Citizen Observatory and Information Hub that will facilitate farmer and citizen-based collection and sharing of harmonised, high-quality information on biodiversity and farming, and develop engaging online and offline activities to amplify awareness and understanding of biodiversity and BSF across different stakeholders in Europe. The scientific contribution to these citizen-based activities will deliver the following outcomes: 1) Advanced ecological understanding of the drivers of biodiversity change in agricultural landscapes; 2) a selection of best-practice biodiversity-sensitive management by farmers based on their local requirement; 3) validated methods for biodiversity targeting, monitoring and evaluation and 4) private and public incentives to foster biodiversitysensitive farming as a public good. Furthermore, FRAMEwork will assess the effectiveness of the Farmer Cluster approach to develop and implement place and system-specific biodiversity-sensitive farming practices and evaluate the economic and environmental performance, delivering a permanent on-line evaluation tool on the Citizen Observatory and Information Hub. The TRL of the DSTs ranges from 3-5, where improvements are foreseen for the TRL5 DST, while the ones at TRL3 will be brought to TRL4-5 through testing and improvements in the Farmers Clusters. FRAMEwork will be innovative in the way in which it will implement EU ethics, data protection and gender regulations.

Projektziele

The overarching FRAMEwork aim is to develop a multi-actor and transdisciplinary strategy, called the FRAMEwork System for Biodiversity Sensitive Farming, whereby effective methodologies can be implemented to enable transition paths for different EU farming systems to positions where they can conserve biodiversity and benefit from the enhancement of ecosystem services (ES) provision, while also mitigating potential agronomic or economic risks.
The FRAMEwork project has been designed with the goal of creating the FRAMEwork System for Biodiversity Sensitive Farming. The system consists of the following elements:
• Advanced Farmer Clusters – local farmer groups working as a collective to deliver landscape scale management, supported by a Cluster Facilitator with expertise in agriculture and the environment, and linked to a local Cluster Stakeholder Group to inform and promote policy and practice, organised into regional, national, and international networks.
• Technical Resource – technical specialists associated with the regional, national, international networks to provide technical information, methods, and tools to support agrobiodiversity monitoring, management and policy including the dedicated DSTs – FRAMEselect and FRAMEtest.
• Scientific Innovation – researchers associated with regional, national, international networks to provide knowledge on the ecology, sociology and economics that underpins the functioning of sustainable agricultural systems.
• Citizen Observatory and Information Hub – an open access platform to support FRAMEwork networks, sharing activities, information, data and resources between farmers, scientists, policy makers, and citizens. The FRAMEwork project will design, build, test, and deploy a prototype of the FRAMEwork System for Biodiversity Sensitive Farming and will work with 3 concepts important to the success and delivery of the project: (i) promoting collective landscape management; (ii) applying the approach across a diversity of European farming systems; and (iii) understanding and supporting the social and ecological change associated with a transition to biodiversity sensitive farming.

Praxisrelevanz

Agriculture is a significant contributor to the global decline in biodiversity but neither alternative approaches to conventional agriculture (e.g. organic or integrated farming) nor legislation (e.g. Common Agriculture Policy, Sustainable use of Pesticides Directive, Water Framework Directive) have proved effective in mitigating these adverse effects. A completely new approach to the design, implementation and monitoring of biodiversity sensitive farming is therefore urgently required. FRAMEwork provides a unique and comprehensive package comprising all the components necessary to generate and deliver an ecologically sound, technically robust, and socio-economically desirable solution to biodiversity sensitive farming in Europe.
