Cooperating towards Advanced MAnagement ROutines for land use impacts on the water regime in the Danube river basin
Projektziele
These Danube basin-wide challenges ask for a coordinated transnational cross-sector approach towards an optimal land use management respectively vegetation cover within relevant river catchment areas. It will provide sustainable protection of water resources and improved flood prevention for safeguarding urbanised areas. This can only happen through improved infiltration and water storage as well as mitigation of erosion processes and floods. Also other natural hazards like mudflow or debris wood flow can be tackled by Danube river basin-wide measures that clearly envisage such changes.
A transnational catchment-based “Land Use Development Plan” (LUDP) will offer a new planning instrument for an adequate coordination and harmonization of different function-oriented sustainable land use management activities. It shall guarantee both sustainable protection of water resources and improved flood risk prevention by fostering an advanced trans-sector and transnational cooperation of key stakeholders, initiated by the project and maintained beyond. It is also foreseen to be integrated in existing River Basin Management Plans, which facilitate the implementation of related regulations and common interventions.
To guarantee the feasibility and effectiveness of this unprecedented developed instrument, its operational implementation will be initiated and tested in practice within envisaged Pilot Actions respectively Pilot Areas. Within the Pilot Actions newly developed best practices in function-oriented sustainable land use management, considering climate change, are tested and documented. They will be clustered according to their interdependences of land use and vegetation cover respectively, dealing with three different types of water resources (groundwater, torrents and rivers) and are chosen after a thorough strategic drafting process with a strong participatory approach based on numerous cross-sector stakeholder workshops respectively trainings and feedback processes.
For relevant stakeholders and decision-makers an innovative transnational guidance (GUIDR) will be developed as a practically oriented decision support tool. It will encompass a set of best practices for steering function-oriented land use activities and management, in order to safeguard water resources and reduce flood risks in the respective river catchment areas. Supported by intensive stakeholder workshops and trainings, the initiation of the practical GUIDR implementation will be conducted within the pilot areas in order to mitigate the different conflicts of interest and to develop prospects for essential actions.
As LUDP demonstrates procedures for a sound water management on a transnational basis, it provides important inputs for the further development of EUSDR (EU Strategy for the Danube Region) and other relevant policies. The cooperation of various stakeholders within CAMARO-D will serve as a blueprint for policy development and can be a model for similar cooperation processes in other thematic fields in the EU.

Abstract (deutsch)
Eine integrierte, länderübergreifende Bewirtschaftung der Flusseinzugsgebiete im Hinblick auf Wasserressourcen, Ökologie und wirtschaftlichen Nutzungsansprüche sowie in Bezug auf das Hochwasserrisiko ist eine der größten Herausforderungen, die durch den Klimawandel verstärkt wird.
Das INTERREG Projekt CAMARO-D „Cooperating towards Advanced MAnagement ROutines for land use impacts on the water regime in the Danube River Basin“ zielte darauf ab, innovative Lösungen für das Management von Landnutzungsaktivitäten im Donaueinzugsgebiet zu identifizieren, aufzuwerten und anzuwenden, um den Herausforderungen des Gewässerschutzes und des Schutzes vor Hochwasser im Donaueinzugsgebiet zu begegnen. Dies erforderte einen strategischen politischen Rahmen für die Umsetzung eines transnationalen, einzugsgebietsbezogenen "Land Use Development Plans" (LUDP) für das Donaueinzugsgebiet. Die Beteiligung von Entscheidungsträger:innen, Expert:innen sowie Praktiker:innen und Interessensvertretungen förderte die sektor- und länderübergreifende Zusammenarbeit. 14 Partnerinstitutionen und 9 assoziierte Einrichtungen aus der Land- u. Forstwirtschaft, öffentlichen Verwaltung, Wasserversorgung, Forschung & Bildung, Agrar-Meteorologie, Naturschutz und Raumplanung umfasste das Konsortium. In Stakeholderworkshops mit Praktiker:innen erfolgte die Umsetzung von Interventionen als Best Practice Beispiele. Länderspezifischen GAP-Analysen zu gängigen Landnutzungspraktiken, existierenden Politikinstrumenten und ihre praktische Umsetzung waren Teil des Review Prozesses. Zielgruppen-Befragungen und eine Swot Analyse ergänzten den Prozess. In drei Clustern: „Grundwasserressourcen, „Wildbäche/kleine Flüsse“ sowie „große Flüsse“ wurden 12 Best Land Use Management Praktiken und ihre Effekte auf Wasserqualität, Hochwasserschutz und Bodenschutz ausgewertet, die durch Pilot-Actions erprobt wurden. Die Operationalisierung erfolgte durch einen Leitfaden und einem Toolkit. Weitere Stakeholder-Workshops in den Pilotregionen entschärften die Interessenkonflikte durch Kommunikation der Maßnahmen. Das Landnutzungsentwicklungsplanverfahren für ein transnationales Wassermanagement leistet einen Beitrag für die Donauraumstrategie (EUSDR).

The integrated, transnational management of river basins with regard to water resources, ecology and economic utilization requirements as well as flood risk is one of the greatest challenges, which is intensified by climate change.
The INTERREG project CAMARO-D “Cooperating towards Advanced MAnagement ROutines for land use impacts on the water regime in the Danube River Basin” aimed at identifying, enhancing and applying innovative solutions for the management of land use activities in the Danube River Basin in order to meet the challenges of water protection and flood prevention in the Danube River Basin. This required a strategic policy framework for the implementation of a transnational, catchment-based Land Use Development Plan (LUDP) for the Danube River Basin. The participation of decision-makers, experts, practitioners and stakeholders promoted cross-sectoral and transnational cooperation. The consortium comprised 14 partner institutions and 9 associated partners s from agriculture and forestry, public administration, water supply, research & education, agricultural meteorology, nature conservation and spatial planning.
Interventions were implemented as best practice examples in stakeholder workshops with practitioners. Country-specific GAP analyses on common land use practices, existing policy instruments and their practical implementation were part of the review process. Target group surveys and a swot analysis complemented the process. In three clusters: “groundwater resources”, “torrents/small rivers” and “large rivers”, 12 best land use management practices and their effects on water quality, flood protection and soil protection were evaluated and tested through pilot actions. Operationalization was carried out using a guideline and a toolkit. Further stakeholder workshops in the pilot regions mitigated conflicts of interest by communicating the measures. The land use development planning process for transnational water management contributes to the Danube Region Strategy (EUSDR).
